Monitoring and Evaluation Officer, IPPF EN Global Comprehensive Abortion Care Project

 

The IPPF European Network (IPPF EN) is currently inviting applications for the position of Monitoring and Evaluation (M&E) Officer for its Global Comprehensive Abortion Care Project (GCACP) which aims to make high quality abortion services safe, legal and accessible in selected countries of Central and Eastern Europe and Central Asia.

The main responsibilities of the M&E officer include: developing monitoring and evaluation systems and tools for the project; provision of training and technical assistance to participating IPPF EN Member Associations in monitoring and evaluating abortion services and related activities; and supporting the regional office and member associations to introduce and implement the clinical management information system (CMIS) developed for the project.

The project is part of a broader IPPF project to improve access to comprehensive abortion care and the M&E officer will thus link up with colleagues around the world and ensure coherence with the Federation’s global effort.

The successful candidate will have at least 5 years proven experience in developing and implementing monitoring and evaluation systems and tools in a clinical setting as well as at the organizational level; in tracking the performance of sexual and reproductive health programmes and service delivery points; and in training service providers and managers to implement and use M&E systems and tools. S/he will be highly computer literate in order to support the implement the implementation of the CMIS as one of the key elements of the M&E system. The M&E officer will work closely with the IPPF EN GCACP project coordinator under the supervision of the Programme Manager.

The position is based in Brussels and requires regular travel to the four focus countries of the project: Albania, Armenia, Bosnia and Herzegovina, and Kyrgyzstan. Fluency in written and spoken English is a must; fluency in Russian is desirable but not an essential requirement, A fixed term contract will be issued to the end of December 2010.
