IPPF, the Global Network of People living with HIV/AIDS (GNP+), International Community of Women living with HIV/AIDS (ICW), are facilitating an open series of discussions on the AIDSPortal over the next six months on the impact of criminilisation of HIV transmission. The first round of discussions has actually taken place between 3 and 14 March.
Several countries have laws that are used to criminalise HIV transmission that are often justified on the grounds of promoting public health. Yet these laws and policies can impact access to health services, uptake of testing, and experiences of stigma - particularly for the wider community of people living with HIV.
Key questions include:
What are the arguments for and against criminalising HIV transmission? How does criminalisation of HIV transmission affect people living with HIV? Who is responsible for public health - is it the state or the individual or both? Should laws or policies be used to control intimate behaviours? Can they be effective?
